Our team's proficiency extends significantly into the realm of organic chemistry, with a combined experience of 42 years. This expertise underpins our ability to innovate and develop cutting-edge solutions, particularly in the formulation of our medical products. It's this deep-seated knowledge in chemistry that allows us to create products that are not only effective but also safe and reliable.

In the specialized field of medical device and drug manufacturing, our team boasts 35 years of experience. This experience is crucial in navigating the complex landscape of medical product development, from initial concept to market release. Our team's expertise ensures that each product we develop meets rigorous medical standards and fulfills the needs of healthcare professionals and patients alike.

Wayne Grube, Jr.

CEO and Co-Founder

Wayne Grube, Jr. 

Mr. Grube serves as CEO and founder of BC3 Technologies. As Vice President of Baltimore-based Aerosol and Liquid Packaging, Mr. Grube has robust experience in project ideation, development, and execution with specific background in chemistry and federal regulation. Mr. Grube has deep knowledge of commercialization from his experience in manufacturing, large-scale consumer and B2B retail, and finance.

Lee Jay, Jr.

COO

Lee Jay, Jr. 

Mr. Jay serves as COO and is President of Baltimore-based Aerosol and Liquid Packaging, an FDA- and EPA-registered company that partners to develop and manufacture medical and industrial products. With 20+ years experience in the aerosol Industry, Mr. Jay possesses a deep understanding of QA, operations and processes for aerosols, liquids, gels, and powders. He has additional experience in compounding formulas, hazardous materials, and R&D.

Karen Shenk, CPA

CFO

Karen Shenk

Ms. Shenk serves as CFO for BC3 Technologies and controller for Aerosol & Liquid Packaging. She is responsible for financial reporting, maintenance of accounting records, preparation for annual audits and cash management.

Rivelino Montenegro

Head, Regulatory Affairs

Rivelino Montenegro, PhD

Dr. Montenegro previously held leading positions in plastics and metal-processing companies in Brazil. He was also research scientist at Matregen in Toronto, where he was responsible for product development/drug delivery. He was a co-founder and director of Smart Biotech, Toronto, responsible for R&D for medical devices for stroke. In 2006, he founded Medovent together with Dr. Freier and  is CTO. Since 2016, he is CEO of Monarch Bioimplants, a Swiss-based medical device company focused on cancer treatment strategies. Dr. Montenegro has published 15 peer-reviewed papers and holds several international patents. He obtained his PhD in chemistry at the Max Planck Institute in Golm, Germany.

Thomas Freier

Head, R&D

Thomas Freier, PhD

Dr. Freier has previously worked at the Center of Excellence for Biomaterials in Rostock, Germany in polymer chemistry and tissue engineering. He was Director of R&D at Matregen, a Toronto-based start-up focused on drug delivery. In 2006, he co-founded Medovent; a medical device company focused on urology and surgery and was CEO until 2016. In 2017, he joined Dr. Montenegro in the management of Monarch Bioimplants. Dr. Freier has published 20 peer-reviewed papers and contributed to five books and holds several international patents. Dr. Freier earned his PhD in chemistry at the University of Rostock.

Dr. Kellermann

Chief Medical Officer

Arthur L. Kellermann, MD, MPH

Dr. Kellermann is a healthcare leader with expertise in academic medicine, emergency care, public health, military medicine and health policy. Through his company, AAI Consulting, LLC, he advises a state authority, several technology startups and the American Red Cross. He is also a contributor to Forbes.com. Previously CEO of VCU Health System and Senior Vice President for Health Sciences at Virginia Commonwealth University, he led VCU’s four health sciences schools, its College of Health Professions and VCU’s Massey Cancer Center through the most difficult years of the pandemic while overseeing major construction projects and IT implementations.

From 2013-2020, Dr. Kellermann served as dean of the School of Medicine at the Uniformed Services University of the Health Sciences (USU) in Bethesda, Maryland. In addition to educating the military’s future health leaders, USU conducts cutting-edge research and provides policy advice to the Department of Defense, the Defense Health Agency and other federal health agencies,

Prior to joining USU, Dr. Kellermann held the Paul O'Neill/Alcoa Chair in Policy Analysis at the RAND Corporation, where he led projects focusing on health policy, high-value innovation and public health preparedness. Before that, he worked for 17 years at Emory University, where he founded the Injury Prevention Research Center at Emory and was founding chair of the School of Medicine’s Department of Emergency Medicine. He began his academic career at UT Memphis, where he was Medical Director of the ER at the Regional Medical Center at Memphis, medical director of the Memphis Fire Department EMS Bureau and Chief of the Division of Emergency Medicine at UT Memphis.  

Elected to the National Academy of Medicine in 1999, Dr. Kellermann has served on or led National Academies committees on biodefense, emergency care, violence prevention, and the consequences of uninsurance. He served one term on the NAM’s governing council. He has published more than 200 peer-reviewed papers in leading academic journals and a larger number of essays and op-eds, textbook chapters, monographs and government reports and one book. He’s a recipient of career achievement awards in two fields: emergency medicine and injury control. He earned his MD degree from Emory University, his MPH degree from the University of Washington, was a Robert Wood Johnson Foundation Clinical Scholar and years later, a RWJF Health Policy Fellow.
